LeBLANC, Joseph Arthur - Passed away suddenly June 15, 2004, at the age of 74. Born in Margaree in 1930, he was a son of the late Paddy and Helene (Delaney) LeBlanc. Orphaned at a very early age, he was brought up by the late Jerome and Julia (Aucoin) LeBlanc (Terre Noire), a community within the parish of Margaree. He was a graduate of St. F.X. University and Laval University. Upon graduation from the latter, in 1951, he returned to St. F.X. University to teach for three years. He then accepted a position with the St. F.X. Extension Department as its Provincial Director for New Brunswick from 1954 until 1966, based in Richibucto, N.B. In 1956, the position of Provincial Manager for New Brunswick for United Maritime Fishermen (UMF) was added to his Extension duties, and in 1962, the position of Assistant General Manager of UMF was also added. In 1966, he accepted the full-time position of General Manager of UMF, requiring a transfer to its head office, then located in Halifax, but relocated to Moncton in 1969. In 1983, he resigned from UMF and established Co-Fish Consultants Limited to do consulting in co-operatives and fisheries until 1987 when he joined the federal government as first Executive Director of the newly created Co-operative Secretariat. He retired from there in 1990 to return to Riverview, N.B. During his many years of active employment, he acted on the boards of many co-operatives and Credit Unions, and on many boards and councils of the federal and provincial governments. Arthur will be sadly missed by his wife of 49 years, Jeannette Arsenault; their son, Yvon, Calgary, Alta., and their daughters, Annette McCallum (Andrew), Kingston, Ont., and Therese Smith (Mike), Halifax; grandchildren, Nicolas, Melanie, Alan, and Genevieve. He is also survived by brother, Arsene, and sisters, Julie Anne LaPierre, Ste-Julie, Que.; Vina Aucoin, Dartmouth, and Adele Doucet, Merrimack, New Hampshire. Besides his biological parents and his foster parents, he was predeceased by brother, Thomas, who was killed in Italy in 1944; sisters, Cecile Chiasson, Lucy Ann Gallant, Mary Emma LeFort, and Helen Ryan. Resting in Riverview Funeral Home, 214 Pine Glen Rd., today from 7-9 p.m. Parish prayers will be held at 8:30 p.m. today. Visitation on Friday, June 18, in St. Michael's Church Slumber Room, Margaree, from 7-9 p.m. Funeral mass will be held in St. Michael's Church, on Saturday, June 19, at 10 a.m., with interment in St. Michael's Parish Cemetery. Donations made to Heart and Stroke Foundation would be appreciated by Arthur's family. Funeral arrangements have been entrusted to Riverview Funeral Home (506) 857-9544.
