At dawn on July 25, 2002 after an unequal struggle against prostate cancer and stroke. Bob's degree in Economics and Political Science from Queen's University was followed by post-graduate study at the London School of Economics. His work as an Economic Advisor to the Governments of New Brunswick and later Saskatchewan was followed by thirty years of activity in his role as an Economist with various governmental agencies in Ottawa, mainly the Federal-Provincial Relations Division of the Department of Finance but also the Privy Council, Health and Welfare, and Treasury Board. After his retirement in 1993, he served in an advisory capacity relating to programs of fiscal responsibility for the governments of Malaysia, Indonesia, the Philippines, Catalonia and Argentina, working through CIDA and the World Bank. He is survived by his wife Mimi Cozart, his daughter Liane McLarty, her children Luke and Emma, and his step-children Anna Delory and Alan Taylor. "His cabined, ample spirit, it fluttered and failed for breath," but his enormous generosity and very special wit remains vibrant and alive in the memories of family and friends. A private memorial ceremony is to be announced, and donations in his name can be made to the Prostate Cancer Association. The Ottawa Citizen, 27-07-2002
